SUMMARY

The Manager of Information Systems – Application Services will oversee the staff and information systems that implement and maintain Munson Healthcare’s portfolio of healthcare applications. The scope of this responsibility encompasses ERP, HRIS, ITSM System, Clinical communications systems, and various non-EMR clinical applications.

ENTRY REQUIREMENTS
  • A Bachelor’s Degree in Computer Science, Business, Healthcare or related field required with eight (8) years of experience in Information Systems. In lieu of a bachelor’s degree, twelve years of progressively more responsible experience in information systems required.
  • MBA/MPH degree and advanced continuing education in information systems trends and methodology is preferred.
  • A minimum of four (4) years of experience in the management of healthcare applications/functions required.
  • Experience with installing healthcare applications in a multi-site, multi-platform environment preferred.
  • Excellent oral and written communication skills are required. Must possess strong problem solving and conflict resolution abilities and experience in diplomacy. Must be able to communicate and interact effectively and professionally with all customers, both internal and external to IS. High degree of confidentiality required.
  • Demonstrated customer focus/orientation is required.
  • Demonstrated ability to effectively supervise a large staff of diverse employees.

ORGANIZATION

This is a management level position with a reporting relationship to a Director of Information Systems.

Must maintain a professional working relationship with the other members of IS management and staff.

SPECIFIC DUTIES
  1. Supports the Mission, Vision and Values of Munson Healthcare
  2. Embraces and supports the Performance Improvement philosophy of Munson Healthcare.
  3. Promotes personal and patient safety.
  4. Uses effective customer service/interpersonal skills at all times
  5. Contributes to the team orientation of the Applications Services Department and, as such, is responsible for proper communication between the Application Services Department and user department members.
  6. Oversees the strategy, implementation, and maintenance of solutions both acute and ambulatory solutions
  7. Prepares department capital and operation budgets and is responsible for the financial performance of the department.
  8. Reviews and evaluates the employees within the Application Services team.
  9. Provides direction to staff and management on policies, procedures, technology and developments within the Application Services Department.
  10. Working with the Security Officer, provides security, confidentiality and compliance to HIPAA, The Joint Commission, etc. 
  11. Works with the Help Desk to make sure our customer support / application knowledge base is up-to-date and the proper education is provided to the Help Desk personnel when a system is turned over to support.
  12. Evaluates and maintains working relationships with software and technology vendors.
  13. Assists with the IT strategic planning effort.
  14. Responsible for the design of the Application Services Department. This includes setting direction for applications, integration, capital and operating investments, etc.  Also included is working with the other application teams to ensure processes are standardized.
  15. Responsible for collaborating with customer departments to build strong working relationships, clear delineation of roles and responsibilities, transparency, and trust.
  16. Reviews industry trends as it relates to areas of responsibility. 
  17. Ensures on-call responsibilities are covered for the Application Services Department during vacation or sick time (7x24 hour). Shares on-call responsibilities with other members of the IS management team.
  18. Installs software releases in order to stay within manufacturer guidelines and support issues.
  19. Assist with licensing of any software specific to the department. This may include tracking and understanding how software is licensed and staying within the license agreements.
  20. Ensures all applications supported by the Application Services Department disaster recovery documentation is up-to-date and frequent tests are performed. 
  21. Provides assistance to other areas of IS in troubleshooting and solving system problems. This includes second and third level support for all calls received related to the department.
  22. Ensure the appropriate educational opportunities are available to the Application Services staff within the education budgets within IS.
  23. May be required to work closely with appropriate vendors for support to resolve problems or in system troubleshooting.
  24. Ensures that staff adheres to Implementation Methodology (and other methodologies that are developed) including project definitions, communication plans, education plans, testing plans, etc.
  25. Provides support to all affiliates including hospitals, home health agencies, ambulatory locations, other entities, etc.
  26. Maintains competency level by attending education sessions, vendor sessions, appropriate research, etc.
  27. Assists with any prioritization issues between conflicting projects. 
  28. Performs other duties and responsibilities as assigned.
