JOB SUMMARY
This position provides comprehensive managerial oversight for employee safety, environment of care, security and emergency management expertise and services to Munson Healthcare Grayling Hospital, Otsego Memorial Hospital, Charlevoix Hospital and East Region ambulatory sites, in alignment with MHC system standards.
The Regional Manager of Safety, Security, Environment of Care and Emergency Management serves as the Safety Officer and is directly responsible for
1. Employee Safety, regulatory compliance and
2. Environment of Care regulatory compliance, documentation, Tracer program, and
3. Security Department day-to-day operations including Security personnel, access control, and security cameras and projects
4. Emergency Management programs in alignment with System Em programming
Employee Safety Responsibilities
As the designated Safety Officer, this position has the authority to stop unsafe operations, and communicate with the appropriate leadership if this occurs This position advocates for the safety of employees, providers, patients and visitors. This position uses Lean thinking and A3 analysis to formulate effective countermeasures to identified risks. This position collects and analyzes employee safety data to identify trends and presents relevant information to appropriate leadership and workgroups. This position coordinates with Employee Health and department managers to ensure appropriate, thorough, and timely follow up investigations occur when employees are injured.
Environmental Safety Responsibilities
Ensuring safe and secure environments at hospitals and ambulatory sites within the Region is a primary function of this position. Maintaining compliance with EOC standards and requirements helps guide this work. Leads the Environment of Care Rounding Program using the Tracer tool. This includes leading Regional EOC meetings and sub-committees such Workplace Violence, Sharps Safety, and employee safety initiatives. This position promotes safe and secure work and patient care environments through proactive risk assessments, environmental tours, quality and safety initiatives, and safety campaigns.
Security Management Responsibilities
Provides leadership and operational supervision to Security team members at three hospitals in alignment with System policies and standards and MHC Values. This includes all activities related to personnel: hiring, developing, and completing annual discussions, disciplinary processes in accordance with HR policies and guidelines.
This position ensures that initial orientation and ongoing training requirements for Security Officers occur a timely manner. The position maintains competency records and HR files for all officers. The Security manager is responsible for establishing annual department goals and managing budgets that support the System standards and True North. This position is responsible for maintaining all department policies in accordance with regulatory requirements, consistent with system standards. This position serves as a resource to Security Officers within the Region, coordinates staffing, scheduling, Kronos activities, provides functional supervision and facilitates department meetings.
The position maintains competency and expertise in security systems including but not limited to DSX access control, Avigilon security cameras, alarm systems, and panic alarms. This position regularly reviews Security Officers’ documentation, assesses risks and offers solutions This position oversees the ID Badge programming process in coordination with Human Resources.

ORGANIZATION
This position reports directly to the System Director of Safety, Security, and Emergency Management. Coordinates with off-site ambulatory facilities leaders to address related issues and concerns and emergency management requirements. This position works closely with the Regional Facilities Directors and is also accountable to local senior leaders at each hospital.
SPECIFIC DUTIES

Promotes employee and patient safety with the goal of zero harm.
Provides leadership for EOC Rounding Continuous Readiness Program.
Carries out responsibilities of the Safety Officer for three hospitals. Serve as the leader and resource for Safety EOC issues or other safety issues in the.
Develops and maintains the Safety Management Plans, for the Region. Facilitates annual evaluations for the Safety and Management Plans as required by TJC.
Works directly with education to design, develop, coordinate and implement hospital-wide and site-specific safety training.
Chair and coordinate the Regional Safety/EOC Committees and other related sub-committee meetings.
Investigates, researches, and makes recommendations regarding best practices with respect to safety and environment of care, security and emergency management.
Oversees and manages compliance with all applicable regulations including but not limited to TJC, CMS, NFPA, and OSHA for the Region hospitals and all ambulatory sites.
Ensures that environment of care safety rounds are performed at least twice annually in clinical areas and once a year in non-clinical areas. This includes both hospital and ambulatory clinics. Provides written reports of the audits to supervisors/managers in these areas. Ensures timely completion of plans of correction.
Provides compliance reports for the Region Safety/EOC Committees as well as the System EOC Committee and senior leadership teams as requested.
Implements proactive risk assessments aimed at identifying risks prior to harm occurring.
Tracks OSHA recordable employee injuries and ensures that a complete a thorough and timely investigation occurs involving the injured employee and their manager. Documents the findings in the hospital’s incident reporting system.
Ensures that the annual OSHA recordable reports are submitted to MIOSHA in a timely manner.
Tracks and trends employee injuries and develops process improvement plans when indicated. Supports the Employee Injury Debrief process and use of A3 to drive effective safety countermeasures and initiatives.
Coordinates with responsible parties to maintain required documentation for three Joint Commission chapters, including Environment of Care, Life Safety and Emergency Management.
Ensures relevant standards for Hazardous Materials and Waste are met in coordination with EVS Manager/Lead.
Participates in MHC System committees such as System Injury Prevention Committee, System, System Environment of Care, System Workplace Violence and others as applicable.
Conducts/supports safety debriefs, post-incident investigations and root cause analysis for employee injuries, as well as environmental issues and incidents as needed.
Embraces, supports and applies all facets of the Munson Healthcare Alignment Framework Operating System.
Works with stakeholders to identify and set goals, targets, and objectives
Conducts simulations and/or experiments of selected counter measures.
Establishes metrics to track performance and progress toward goals.
Develop Standard Work within the scope of responsibility.
Communicates progress and performance through the use of visual boards, A3, Executive Summaries or other communication tools
Collects, analyzes, interprets and presents quantitative data and information from a variety of sources in order to meet organizational safety goals. Develops and use analytical tools and serves as a resource to other staff members with analysis to support safety initiatives.
